    Or we could learn from this and reduce speeding and accidents through better road design, because studies show punishment is ineffective. Secondly, in cases where design fails, rehabilition is more effective than punishment. Punishment should be a last resort, and it should be directly related to the problematic behavior. For example taking away their license.
