I have no idea what you mean by passive/active bots. I have heard of passive and active DCC but not this.

I don’t look at the bots’ names, just do a !s and get the xdcc command sent as a private notice

Yup, it really depends on the bot, it can be !s , !search , @search and so on, depends on the person who created the bot …

You need to be registered on the network to be able to PM the bots, the network supports ssl and ircv3 as far as I can see. I am able to get files via xdcc.
