10% of 100 is a lot bigger of an impact than 10% of 1,000,000. If I have 1000$ in my bank account and I get fined 100$ that could be the difference between me making rent or not for that month. If I have $1M and get fined 100K, thats the difference of if I can buy a bigger yacht that year
Well, you can’t just let low income people off entirely or they’ll all be immune to speeding charges. So instead make it so low-income people can pay in installments, if that’s not already the law
Or we could learn from this and reduce speeding and accidents through better road design, because studies show punishment is ineffective. Secondly, in cases where design fails, rehabilition is more effective than punishment. Punishment should be a last resort, and it should be directly related to the problematic behavior. For example taking away their license.
